The following decisions were taken in the IPL Governing Council meeting:

1.Player Retention Limit: Each franchise can retain up to six players from their existing squad, either through direct retention or the Right to Match (RTM) option. Franchises can have a maximum of five capped players (Indian or foreign) and up to two uncapped players.

2.Auction Purse and Salary Cap: The auction purse has been increased to INR 120 crore for IPL 2025. The total salary cap, which includes the auction purse, incremental performance pay, and the newly added match fees, will rise over the next three years: INR 146 crore (2025), INR 151 crore (2026), and INR 157 crore (2027).

3.Match Fee Introduction: For the first time, each playing member, including the Impact Player, will get a match fee of INR 7.5 lakhs per game, which is in addition to their contracted salary.

4.Overseas Player Auction Registration: Overseas players must register for the Big Auction each year to be eligible. If they skip registration, they will be barred from participating in the next year’s auction. 

5.Penalties for Unavailability: Any players who register for the auction but then proclaim themselves unavailable after being selected will be banned from participating in the IPL for two seasons.

6.Capped to Uncapped. Reclassification for Indian Players: An Indian player will be reclassified as “uncapped” if they have not played in the starting XI for India in any format or had a BCCI central contract in the previous five years.
